I've noticed ever since I first bought my iPad last year that the mail app doesn't really push. Anytime I get an email on my iPhone I hear the notification sound/alert and can see it in the notification tray. This isn't the case with my iPad and the settings are the exact same. I've reset/backup/restored numerous times but still can't figure it out.

Help please.

i would erase the email account and set it up again on your iPad

Did this 4 times and nothing. It still won't push.

I have no idea why it isn't. My iPhone pushes my mail.

Who's the email provider. Perhaps the issue is that they dont push to mobile devices. Or at least not iPads.

Could be one of those deals like gmail and exchange. If you have it set up now they are still supporting but no one else can set it up.
