Mail goes straight to junk mail and trash

I have reinstalled all my mail accounts, reinstalled MacOs and all my mail still goes into either the junk mail or trash. These are not even marked as read. There are no rules setup and the mail goes throught ok on ios and windows PC, any ideas whats wrong have tried APple care and they don't know why.
