Mail Import wizard

When u delete .mbox files in Finder ,/%home folder%/Library/Mail/v4, I start mail again and this time instead of opening as normal, i am presented with the "import wizard"

How can i start from scratch as i do not with to import anything, since no mail is on the system...

I assume the standard location mail keeps email is the above folder like with previous OS's... so, what am I doing wrong ?

Does MacOS Sierra store email elsewhere ?
