Mail only attaches top level folder

Since 10.7.2, when I want to send an attachment, I'll double click the folder, expecting to view what is inside so that I can choose what to send. Now it does not let me see the contents and inserts the whole folder into my mail message.

Is there something I am missing due to new options or is this a bug?
