Mail problem: Safari page not delivered (CMD I)

Sometimes I elect to "mail contents of this page" (CMD I) in Safari instead of sending the link (CMD/Shift I). Mail openes and the page appears just fine in the body of my Mail document and I can see by the progress bar that it is sent. It also appears in my Sent Items folder. However, it is not received by the recipient.

I have tried mailing pages to myself and others to no avail—they are not delivered. What could be the problem?
