I have a signature with an image (a png file) embedded in the signature (before the last lines of the signature). Since Ventura, the signature is added as normal under the new content, but above the quoted text of the original e-mail. However, in Ventura the image moves right to the bottom of the e-mail, out of the signature and below all quoted text (just like attachments should do).

I've tried all sorts of things, but how do I get my signature with image in line?

I had the same problem. I fixed it (I think) by unchecking "Always insert attachments at end of message" under File --> Attachments (in the menu bar at the top). Have you already tried that?

I haven't yet... but I couldn't find that option under preferences... so thanks for letting me know where it is hidden now!

If you have "Send windows friendly attachments" checked it still takes the image and moves it to the bottom. And that option is greyed out (but I like to use it)

Interesting. I have that option checked (and not greyed out), and my signature shows up as intended. Now I am not sure what the issue is. Sorry that didn't help!
 
Somehow I've been able to get the "Send windows friendly attachments" ungreyed out (but I forgot what setting I changed to get that done, probably unchecked Composing / Use the same message format as the original message in combination with Message Format "Rich text"). Now I checked that option, and unchecked the option "Always insert attachments at the end of message" and signatures behave as they should do again...
