Yes.
In Panther, Mail seems to have a lot more sounds than it used to. You can toggle the whole suite of sounds on or off in Mail's preferences.
Or you can pick all of your own sounds by toggling off the default sounds and then adding rules for each action and corresponding sound you want. Even if you don't have Panther, you can still use Rules to have custom sounds.
