Mail>To Do....this is dithered ?!

hello, i am trying to create a new 'To Do' item in Mail, and when I click on the icon, i get a blank field where the messages used to be, and at the top, a message stating 'No Mailbox Selected'. when i went to the help menu, it showed me how to create a new 'To Do' item, however, the option for 'To Do' is dithered (grayed out). anyone have any suggestions?
