[Mail] “Unable To Download Content Privately”

I keep seeing that message at the top of certain email messages, one of the most common is USPS Informed Delivery emails. The issue is that all content has been “loaded”, there is nothing missing from the message, all images and text are displayed. When I tap on the “Load” button that notification just disappears with no change whatsoever in the message body. What’s up with that? I never saw that prior to 18 unless there were images that had not been downloaded and displayed in the message body. Tapping Load installed any missing items. But this is some erroneous triggering that is happening. I see it both on phone and ipad currently on 18.1.
