Despite having various domains on my whitelist at my email provider (LiquidWeb), some emails from those senders still end up in my Junk folder. Last I knew, there was no way in the Mail app to automatically scan for and move such emails, since Mail's rules only apply to incoming email filtered by Mail and not mail already filtered to Junk by an email provider.

Has this changed in Ventura, by any chance? Are there any workarounds to do what I'm hoping to do, aside from changing my email host?

I don't remember the last time junk mail worked correctly for me on any OS. I would like to just stop Junk Mail all together and can't do it. Nothing I click on Junk Mail setting actually has any effect on the junk mail filtering. I just started going to junk mail folder first, deleting everything, then my mail works pretty well.
 
You might try SpamSieve, which is a Bayesian filter for Spam that starts off with EVERYTHING being in the Junk folder.
It is not free, but except for iCloud my account are honeypots for spam, since the addresses have been around forever.
Spamsieve has been around and supported well by Michael Tsai for a long time. It has a trial and is $30 to license.
