Mail will not quit-can't shut down

I am having a problem with the mail application on my PowerMac G4 and my iMac G5. I can not shut down because the Mail application will not quit I have to use Escape + Option and the apple key next to it in order to shut down. This is on both Macs. When I trash the mail they do go into the trash but the next time I open mail to get new mail they re appear. Please help me to post this. I am running OSX 10.4.11 on both computers
