mail won't go out

I'm using mail 2.1.3 and mail won't go out. I just get a window that says it failed and will remain in outbox. I've had this happen before and if I just restarted the computer, mail went out but no go this time. Any ideas??

P.S. I just tried to send mail out from my providers website and that won't work either. So, I don't think it's MY mail program. I think it might be my provider who is having problems.
