Make a Bootable USB MacOS

I wonder if I can make a a Bootable USB Mac-OS with Windows Os ? Thanks.

No.
Impossible.
Cannot be done.

You need a Mac to do this.

If you have no access to an existing Mac, a suggestion:
Go to ebay.
There are resellers there who will sell you a USB flashdrive with a copy of the OS version of your choice pre-installed.
Cost runs about $20.
Worth it "if there's no other way"...
