Is there a way to create a new account without all apps and software like clean install?
 
Nope—If you want to do something like that, you'll have to add another APFS volume to the internal disk and do a complete fresh installation on that partition. Then when you want to use that account, you'll have to reboot to that other partition... sorry!

Creating a new user account keeps all software, etc., and all data for other accounts (i.e. the home folder for other users) is also available to said user account.

Even then the apps will still be on the original system volume and can be run from the 'other' boot system.
