Make Custom Fonts?

I have been looking everywhere but been unsuccessful so far.

Is there a program that can be recommended to make custom fonts?

Check out TypeTool by Font Lab: http://www.fontlab.com/font-editor/typetool/

It's ~$100 retail, and they offer academic discounts. If you need something more advanced, Font Lab Studio is the industry standard, but it's a lot more expensive, and probably exceeds your requirements.
