Making a telephone call on watch goes to phone always or watch unusable

I need help here, if I don't have my phone on me at the house, when I try to make a call on my watch it calls, then immediately goes to the phone and won't let me use my watch for the call. I have to run to my phone.

If my phone is not with me, IE, I forget my phone at home, it also will dial on my watch but won't let me have a conversation/do a phone call on my watch.

I have reset both my phone and watch over and over, and they are up to date. I do have cellular coverage and have used my watch for calls with no problems before.

Looking for some help here..
