iOS Making apps without the SDK?

Hi everyone, is it possible to make an app for the iPad without the SDK? I had a couple ideas for things that would be handy for me. I'm not looking to sell it on the app store or whatever, just wanted to make something that was personally useful, so I don't want to pay their $99 or whatever it is.

You can't install your own software without paying for the keys. You can download and play with the SDK and code in the simulator for free.
