I recently broke my iphone 5 but beforehand I luckily backed it up to my laptop itunes. Now I have just bought a samsung which can sync iphone data using icloud.

So is there a way of moving the physical backup located on my laptop to icloud so i can put all the data onto my samsung?

Also, I have an old iphone 4, but whenevr I connect it to my laptop and try and restore it, with my iphone 5 data it doesnt seem to let me. It only wants to restore from 3 years ago when I last used the iphone 4.

There is no way to transfer a local iTunes backup to iCloud. Apple prevents it. You would need to restore the iPhone (assuming you have one that is not broken) with the local backup and then you can turn on iCloud backup for that restored device.
