Mapping Keys to Commands?

Any chance that somebody knows how to map, say Terminal to say Cmd + Shift + T? (Press Cmd + Shift + T, opens Terminal or changes the attention to Terminal if it's open already)
 
Quicksilver can do that by setting a trigger. I'm not aware of any built-in way to accomplish that, though.
