Maps App - Offline maps on iPad?

As in title - does it work for you in your area?
I checked in Poland on iPad Pro 2018 11” naturally on iPadOS 17 and download button is simply not working - can click it to lower stress hundreds of times but it will do nothing

Have I missed something?

Same here. Maybe just the interface is working but not the feature?
