General Master volume limit?

Is there a hack for this? My kids iPads are too loud in the back of the truck#

That only works with the earphones. I like to lower the volume across the board.

Bumping an old thread. Has anything been released to accomplish this? Limit max volume either on a per app basis or system wide? Kids love full blast volume. Hearing "What Does The Fox Say" at 6:00 am just isn't my ideal wake up call.
