The Batman TV Spinoff on HBO Max Is a Prequel to the Movie
Remind you of anything? To me it sounds something like Gotham, season 1. While the other four seasons of that series featured some pretty over-the-top (but fun) stories, Gotham's first season was a more realistic setup for them, highlighting crime bosses Carmine Falcone and Sal Maroni as well as very early versions of Riddler, Penguin and Catwoman.
We know that some of those iconic characters will be in "The Batman" movie. Although the word is they will make only brief appearances, they will already exist in the story's continuum. So perhaps they'll show up in this series in early forms as well.
At the moment, however, it's kind of vague and the main thrust seems to be the Gotham City Police Department. Some reports say the series will be based off of a 2007 comic book arc called "Gotham Central", if that gives you any clues.
Personally I'm looking forward to it. I'm a huge fan of Gotham, and unlike most fans I liked the first season as much as the others, precisely because it was more grounded in reality.

Matt Reeves' Gotham P.D. series is reportedly a prequel to The Batman. Warner Bros. just announced that the new show is in development for the HBO Max streaming platform and that it exists within the same world as Reeves' upcoming big screen project. The studio went on to note that the upcoming series will take a closer look at the anatomy and corruption of Gotham, which will allow viewers to further examine the criminal element of the iconic city.
