Mavericks ignoring power settings?

I have my screensaver set to start after 10 minutes, the screen to turn off after 15, and then the computer to sleep after 20. Mavericks seems to just shut off the screen and go to sleep after 5 minutes and dim the screen before that. Nowhere in my power settings do I have anything that looks like this (on battery or on adapter).

What the hell is going on?
