Suddenly today my Keychain Access is fouled up.

I created a new secure note in the login keychain. When I try to open it, I am not asked for my password. Instead, I see an error message "Access to this item is restricted -25320 "

I can no longer open any item in my keychain.

My account is that of an administrator.

I and the other administrator (both are me) and the admin group have rw privileges for my user folder. All others have no access.

I have repaired permissions on the boot volume (where my user account is).

I logged out and logged back in.

I repaired the Keychain Access app using the menu command (no errors found).

I looked at ~/Library/Keychains with ls -al
Code:
MBP92:Keychains username$ ls -al
total 2696

Any suggestions how to unbooger this?

resolved by Recovery HD

Resolved.

I booted to Recovery HD, repaired boot volume, again repaired permissions.

On reboot, Keychain Access appeared to not respond when I tried to launch it. After 2 minutes or so, it finally appeared, and it worked again.

Twenty years on Mac OS, and this was a new experience for me.
