Is it possible to install a 2tb drive in the top bay and an SSD in the loswer bay of a mac mini 2012?

Yes. There is no real world limit on the storage your Mac can handle, except what you can physically fit in it.
 
Yes. The max capacity as of right now would be 4TB with 2x2TB 2.5" hard drives.

I've done a few Mac Minis here at the office with HDD and SSD setups. I've got a 1TB HDD in one bay with a 256GB SSD in the second for apps and high speed scratch space. Works great.

You could put a 2TB HDD in and a 1TB SSD if you wanted too. There's no real limit other than what's out at the time.
 
Any 2.5 inch drive regardless of capacity should fit, unless the mini has a thickness limit. There are at least three different standard thicknesses of 2.5 inch drives but I think even the thickest will fit the mini.

thanks for the reply...i'm torn on installing 2 x 2TB drives assuming two 9.5mm thick drives would fit or just installing 1tb ssd and 2TB hdd with a fusion setup...

1Tb SSD + 2Tb HDD is the way to go. Those 2TB HDD are fine for storage, but in this day and age SSD for boot drive is like a no brainer. So just max SSD size that you can affford - if you can afford the 1TB, dont hesitate to use that as boot drive.

i have a 1TB Samsung EVO, probably going to setup the 1TB ssd and 2TB hdd in fusion...dont feel like seperating apps and data. any advice on which 2tb 2.5" drive? Seagate thin?
