Maximum Time Machine backup size?

I work for a company who is going to get a 4 TB NAS for all of their users. I want to make it so everyone backs up to the NAS constantly and essentially uses it as a time capsule. The only issue is we also need to store other files on this NAS. What I want to do is limit the size of backups which each user can do. Is this possible or would I have to do this on the NAS?
