hi,guys, i have a question that apple should let IOS device keep old version's. cause some developers will update the apps to be compatiblity with new versions, so buyer have to buy these again.

It's rare for a dev to charge twice for an app and no apple won't allow you to go backwards

for example: if my iphone's ios is 6 and i want to restore, but ver 6 will not being signed because they have new ver 7, but all of my apps just are compatible with ver 6, the developers publish app 2( different name, but just update) what shoud i/apple do

You can do a reset locally on the phone (Settings -> General -> Reset). They can't force you to update that way.
