General Maybe I'm dumb but I just don't understand photo stream

Maybe I'm dumb but I just don't understand photo stream. All I want to do is have access to all my photos/videos on my iPhone and also have access to the same photos/videos on my iPad. Thanks.

Enable iCloud photo library.

Done.

Unless you have a library of 100gigs in which case I guess it doesn't work.

When I attempt to do that I get a message saying something about my photos being deleted.
