MB Mini to TV gives two drawings and stops

I got the new M1 MB Mini today. Using HDMI cable to TV first startup shows Apple Logo, then Progress Bar, but then gives 2 strange drawings over and over - cannot do first login

What are they trying to tell me.

Thanks so much. I have a wired keyboard and a wireless trackpad, so I just turned on the trackpad, and I got the arrow to proceed.
