Using the dim/brightness button, a MBP will dim all the down until the screen is completely black. The MBA that I just looked at in Best Buy will certainly dim but one can still see the letters on the web page faintly. Is this normal? Will the MBA dim all the way to a black screen?

The standard font on the MBA is a bit too small for me when looking at web pages. If Command+ is used to make the lettering bigger, will the larger size hold for all subsequent viewed web pages? Is there a way to make the larger size the default size?

I can tell you on my ultimate 13 the brightness does go down all the way to black not sure why the best buy does not.
The font size is adjustable with command + or reduce by command - you can also change in preferences in safari as well. it should hold until you change it.
