mba m1 ,scrolling stutter and elements taking time to settle

not sure how to express it really ,but basically when scrolling with the trackpad and 2 fingers,be it on the internal display or with an external monitor (mostly with monitor i would say tho), the display stutters...and more annoying,if i scroll through a macrumors article for example,the images/text will take some time to settle.whilst subtle,it gets very annoying overtime

so again,is anybody experiencing this kind of problem ? i rly dunno how to debug it lol

whenever i scroll ,the display will take a bit of time to settle the new elements and pages ,as if it were undecided on whether it should show previous text...or new one ..

when i think about it it seems to be a problem with inertia scrolling ,like if the trackpad werent sure it has to scroll a little more or stop and settle...does it sound like a hardware problem?
