MBP 13 non touch bar for 4k display?

HI to all MBP 13 non touch bar user

May I know if the MBP 13 non touch bar is fine (really running smoothly?) for a 4k smart display TV?
I know apple says that it can power a 4k/5k display. But it did not say will it lag or drop fps...

4K should be fine my 2013 will run a 4K ...
