MBP 14" Pro - stuttering in low power mode in Safari

I noticed that in low power mode, Safari stutters a little bit during scrolling in Safari. This surely has to be a bug, this thing would have enough power at even 5% of the power.

Anyone else notice this?

It's possible that low-power mode affects the refresh rate or some other process that might cause less smooth scrolling. I did see one person who thought it capped the refresh rate at 60fps, but I don't know what that was based on.
