I have the high end 15 inch 2017 right now but love the 13inch size. Would it be a huge downgrade getting the 2018 13inch with 16gb ram? I use it for office work, internet, etc. No gaming, video editing, etc. I have a desktop for more power... After selling my 15 inch and getting the 13inch, I'll probably take a slight loss, but just wondering if its a big downgrade considering the 2017 15inch has dedicated graphics, etc. Thanks.

Keep your machine man. There is no reason to get a MacBook Pro only one year newer. Perhaps when the 2019 MBP is released, then you may want to check that out, but until then, keep what you got. Yours is great!
