I've been using the MacBook Pro 2016 (no Touch Bar) base model for about a week. The performance has been pretty disappointing. I started with a fresh installation of MacOS and I commonly see frame drops when:
  • switching between Spaces
  • scrolling in Chrome when new tabs are loading in the background
  • streaming HD videos while in full screen
Is anyone else experiencing such issues?

You may point to GeekBench and say that 2016 base MP benchmarks slightly better than the 2015 base rMBP, but realize that benchmarks engages the CPU's Turbo Boost which is not reflective of real world usage.
 
My 2010 MacBook pro doesn't even have these problems. I suspect you're seeing a symptom of something, but a weak CPU isn't likely to blame.

Nor my 4Gb RAM 2008 Macbook! Spinning beach-ball yes ,but no noticeable lag on general usage
