I received my macbook pro 13' today, but the camera quality is not really good. It looks blurry. The following is the comparison of this macbook pro 2018 with my macbook pro 2013 late.

Is anyone has the same problem?

And I check the name of the camera in system report.

The worse one called uvc camera.
The better one called Apple camera.

Hey could provide the camera name in your system report?
 
Is the 2013 doing same frame rate? If ya low frame rate it's probably sacrificing quality for motion I suspect, I noticed that comparing my 2015 to 2018.

Well, all the settings are default. And I don't know where to check the frame rate, I guess it's the same.

oh, I can not find any info about these two cameras. just want to exclude the factor of camera type.
 
IMHO both seem defective - they both make you look much older than your avatar!

Considering that I normally paste a piece of tape over the lens this one doesn't bother me too much....
 
I guess I know the reason. I think the new camera gets lower ISO, which makes it look grainy in low light. However, in the situation of backlight, the new camera can show a comparatively clear pic instead of mostly black in the pic from camera of 13 late version.

For me at least in a low light situation the 15" has a visible very low framerate, slow update, where as 2018 has smooth high update framerate. As you state, this is possible due to giving it a higher ISO to be more usable in more situations. Also the camera module will be thinner, limiting other factors.
