I'm using a MacBook Pro 15" (2018).

If I connect any device (iPhone, external hard drive, etc.) to the USB-C port when the device is shut down, the machine will be stuck at Apple logo when I attempt to boot it. It would be stuck like forever if I don't remove it. So I did an experiment, turn on the machine with an iPhone connected, and keep it at the Apple logo. Two minutes later when I disconnect the iPhone, the login screen shows up.

I don't recall having any of this weird problem on my previous MacBook Pro (2015). Is that usual? Mojave's problem? Or am I having a faulty machine?

I also have a 2018 MPB (see my sig), and I regularly plug in USB-C accessories into it while it's shut down overnight. I've never experienced this issue. What version of 10.14 are you running?
