MBP 2019 13 inch, 2 thunderbolt not covered in keyboard replacement program!

What about MB Pro 2019, 13 inches, 2 Thunderbolt ports which does not seem to be covered in the keyboard replacement program. Does it not have the butterfly keyboard?
 
According to this page, the MacBook Pro (13-inch, 2019, Two Thunderbolt 3 ports) is listed as being eligible.
