MBP Foreground Freezing

I've been having this problem for a few years now. My 2013 MBP will freeze up but only in the foreground. Meaning, I can move the mouse and anything in the background will continue to run but the app in the foreground freezes and I cannot navigate out of it. I tried using keyboard shortcuts to quit out of the app but even if I quit the app, I can move the cursor but can't actually click or do anything. Anyone experience this before?
