2.2GHz "Santa Rosa" Macbook Pro (mid 2007.) 128MB Geforce 8600M GT, 2GB RAM, OS X 10.5.6 and Windows XP Pro.

All of a sudden one day, my graphics performance dropped. It's most easily seen in games, frame rates have dropped significantly compared to what they were before (dropped by at least half). This is happening in both OS X and in Windows in boot camp. I've reinstalled Windows and updated drivers, and the problems persists.

My question: Could this be caused by the problem in the NVIDIA graphics card that was discovered a few months ago? Has anybody had this happen to them?

That's weird. But I don't think it's the graphics problem that has been discovered. Those cards just died off completely, I believe. Yours seems to have severely weakened, but the symptoms of the widespread graphics problems are sudden death, I believe.
