I suspect this is a mistake...

Definitely a mistake. They likely don't know the difference between a Mac Pro and MacBook Pro.

Possibly not, the US is still Apple's single biggest market, if there's going to be tariffs on goods entering from China, and they're already building the Mac Pro there anyway might it also make sense to produce a limited number of MBPs in the facility on a second production line (for domestic consumption) as well?

This is a mistake/misprint. You're relying on non-tech writers to write a business article. The Austin facility is barely on target to meet the "Fall 2019" delivery for Mac Pro 7,1. No chance they could meet the demands for MBP 16".

It is definitely a mistake. Unless they made my MBP 16" in Austin, then shipped it to China, so they could ship back to me on the West Coast of the US.
