The picture pretty much says it all, a restart doesn't fix it... but closing the lid to sleep/wake fixes it... O_O

I'm guessing the cable between the logic board and the display is bad. It's probably worn out in a spot and is shorting. That's probably why closing it and opening it fixes it temporarily.

You'd want to take it in to the Apple Store and have them look at it and fix it. Do you still have AppleCare for it?
