Using the adapter and cable that with came with it, my MBP wont charge unless it’s sleep or off. I’ve tried resetting the SMC and NVRAM and neither solved the problem. I did notice that right before this started happening my Solo Pro headset would no longer charge when connected to my MBP. I tested the adapter and cable using my iPad Pro and it functioned properly.

What could be the problem?

Ok, I turned the MBP off and connected it to the charger overnight. I woke this morning and it was fully charged. The "lightning bolt" indicator was present meaning it will now charge if needed. Does this mean when the battery percentage gets too low the MBP only charges when sleeping or off? It appears so.
 
Ok battery starting not charging again. A new Simply Mac recently opened near me. I’m headed there today. Wish me luck!
 
It would help if you told us WHAT YEAR the MBP was made.

If it's still under warranty or AppleCare, take it to a REAL brick-n-mortar Apple Store and let them have a look at it.

The MBP specs are in my signature. I just returned from Simply Mac. It was the cable. They charge a $29 diagnostic fee and for that price they also tested my battery, ports, logic board, charging brick, and cable. At least that's what they told me! I purchased a new cable and so far so good. Is Simply Mac not a great retailer? They are much closer than the nearest Apple store which is over 100 miles away.

I shopped around while I was there and their prices, as expected, were identical to Apple. However, they also had older pre-owned stuff. For example, I saw a 2015 iMac that originally sold for about $1800 available for $500. Another thing I noticed was something they called Simple Care+. This is their answer to Apple Care +. It's the same in most ways but it differs in some ways. Check it out on their website.
