Maybe yes.
The 2012 mini would take memory two clock-levels faster than the 2010 Macbook.
Faster memory may clock down to the slower bus, but not always successfully.
You won't hurt anything the try it out. You can check to see what speed that RAM will show in the System Information.
3 possibilities:
It will either work without problems, or it will be unreliable/unstable, or it won't work at all.
