There isn't a whole lot of info on those pages, but those look like prep classes for their respective certs. The curriculum has the same name as the tests, so they are probably just prep for the certs, with maybe some hands on labs as well. There is a class called Practicum, which sounds like some kind of practical hands on stuff. It doesn't say how long these classes are, so it may be more than a typical boot camp.

In any event, they can't just give you the certs. You still have to register with Prometric (or Pearson, I forget which company uses which vendor) and pass the test. They may include test vouchers as part of your tuition, though. That's how a lot of bootcamps work.
 
Both the MCSA and the MCSE are becoming less and less relevant as the adoption of Server 2008 continues to grow. If it were me, I'd be looking at the MCITP first and foremost.
