Mediagate mg-25 Powermac G5 issues

Hi all. I have a Dual 1.8 G5. I also i have a media-gate mg-25. I seem to be having a problem with the usb ports on my mac. The drive wont spin up on any of the ports on the computer. It only works if i plug it into the back of my monitor which im pretty sure is usb 1.1 because transferring data is VERY slow. So, why wont the drive work on any of the usb ports on the computer case? Its just like any other usb hard drive.
