Memory missing, my hard drive came w/40gigs currently my hard drive shows 37gig?

Where did the other gigs go? Is it possible someone installed a hidden disk partition and this accts for the missing 3 gigs? What can I do to locate the hidden disk partition? I have formatted the drive multiple times yet the gigs remain unaccounted. How does one go about doing a hard reboot? Do I need to change the rpms of the drive and the reformat?
