Menu bar across the top of the screen disappears

The menu bar at the very top seems to disappear while in Safari and Chrome, the only ones I've noticed. I have to click on the desktop, click back on one of the open windows and move my mouse back to the top, and do this a couple of times before the menu bar at the top reappears. Why is this? Is there a way to prevent this from happening?
