Menu problem

For some reason my sister messed around with the menu settings and now i have to click and drag to select something. Like if i wanted to go to system preferences, i would have to click on the apple icon and hold it down and then slide down to system preferences. before i could just click on the apple icon and then system preferences. how do i fix this? thanks
