Merging Folders Iffy

When Option+Click Dragging a folder (after adding new files) from one drive to another with the same folder name, sometimes:

• The 'merge' option is shown and files are merged as expected
• The 'merge' option is not shown, the only options are 'replace' or 'stop'. Choosing 'replace' merges the new files as if the 'merge' option had been picked

This is irritating because the replace option can delete a preexisting item and replace it. Without indicating that 'merge' is available can result in having to copy the entire folder over again (PITA for large folders).

Edit: this explanation (https://blog.macsales.com/42594-macos-101-the-many-ways-to-merge-folders-on-the-mac) says that merge only recognzes file changes in top level folders and offers a solution which I have not tried.
